Mr. Philip Kemper of Dayton, Ohio, made this card originally in the 1880s, and published it in over 200 languages around the world. According to EWTN.com, he received a personal audience with the Pope and a special commendation for spreading devotion to the Sacred Heart.
He also sussed out the specific promises Jesus made to St. Margaret Mary Alacoque, a French nun, which she had written in her diaries of the Visions she had. Promise #9 is, “I will bless every place in which an image of my Heart is exposed and honored.”
